Terms and conditions for Listing Agencies
By listing your agency in this CID, you are indicating your acceptance to be bound by the terms and conditions of this agreement.
The L.E. Phillips Memorial Public Library (LEPMPL) may unilaterally revise this agreement from time to time, in which case we will provide your agency with a notice of the revision by posting the amended agreement on this page. Use of the CID after such notice will signify your acceptance of these revised terms. You should visit this page periodically to review this agreement.
Inclusion in the CID is free and completely unrelated to whether an organization in the listing is a partner or in collaboration with the L.E. Phillips Memorial Public Library. Inclusion in the CID does not signify endorsement nor does exclusion indicate lack of endorsement of any organization. The CID does not make comparative judgments of the quality of service provided by organizations in this directory. LEPMPL staff do not recommend services.
Subject to the priorities detailed in the following section, the CID includes organizations or programs primarily located in Eau Claire, but may include organizations that serve the Chippewa Valley (including organizations or programs located in Chippewa Falls, Menomonie, Durand, and Altoona), and that:
Provide a direct service to the public
Are networks or coalitions of direct service providers
Are involved in licensing, planning, or coordinating direct services
Are not-for-profit, community-based, or government organizations
Are commercial organizations that provide first priority services not offered by the nonprofit sector
Are commercial organizations licensed by the government or with special contractual agreements to operate long term care facilities, child care facilities and certain in-home care services
Services must be available to the community at large. Organizations that provide services only to their own members without service to the public will be excluded, unless membership or activities are available to the community at large and membership fees (as opposed to service fees) are minimal.
Organizations must demonstrate stability and the ability to provide ongoing reliable services. Stability will be evaluated based on length of time in existence (minimum of one year), existence of staff and a permanent office, having an established funding base or the support of an established parent organization and/or are a registered charity. Exceptions might be made in emerging or underfunded service areas.
Criteria for self-help groups may vary. They may be included if they have been in existence for at least one year and there is a regular contact person, even if they do not meet the above requirements.
Requests for Inclusion
HOW CAN AN ORGANIZATION BE ADDED TO THE DIRECTORY?
An organization simply needs to register by creating an account with the CID. Complete your profile, click on Dashboard, fill out the form and agree to the terms and conditions. Once the information has been received, the CID committee will review the types of organizations included in the CID are: non-profit health and human services, education, employment, consumer, ethnic, recreation and clubs located mainly in Eau Claire County. Most resources and services listed are non-profit. For-profit organizations are included only if deemed unique or hard to find.
All requests are checked by CID’s local editors who call the organization or service directly to verify the information and fill in any blank fields specifically verifying:
location of service and or areas served
that the organization or service fits the first or second priority requirement
target group and eligibility meet criteria and standards
accessibility and stability of program or service meets inclusion policy
If the CID editor has any concerns regarding the organization or service they will consult with the Coordinator.
The CID Coordinator or delegate also checks all new records to provide quality control, assigns subjects, tags for inclusion in publications and views and discusses any concerns with the project manager of the CID.
LEPMPL staff has the right to exclude or remove listings in the CID for reasons that may include, but are not limited to, service non-delivery, fraud, misrepresentation, discrimination, criminal activities, operating outside of licensing mandates, or if a service is non-responsive to requests to provide updates to their listing. Staff also reserve the right to refuse to list or to discontinue listings for organizations that have had serious complaints lodged against them with any local regulatory body.
Decisions to include, exclude, or remove a service listing are done so under the CID policy, but may be appealed in writing to the Library Director. Based on CID policy, if the Library Director declines the appeal, one may ask for the decision to be reviewed by the L.E. Phillips Memorial Public Library Board of Trustees. The Board will evaluate the request in terms of the CID policy at the next full Board meeting following the request.

The CID is not responsible for any content or information that you may find undesirable or objectionable.
The information in the CID is verified with each listed organization annually, at minimum. In addition, the CID team monitors service change, and major changes are made as soon as the information is known and verified with the service provider.
The CID encourages organizations to use the Directory to notify the CID team of service changes throughout the year by contacting staff at . CID staff reserve the right to verify each change with the service provider.
The amount of detail, the language used, and the presentation of information in describing a service or organization is at the discretion of the CID.
Changes submitted will not appear automatically or immediately in the Directory. Changes are first verified and processed by the CID team.
No part of this Directory should be taken to constitute an offer or solicitation to buy or sell products or services.
All information submitted by organizations about their services to the CID via the Directory shall be deemed and remain the property of the CID. The CID shall be free to use, for any purpose, any ideas, concepts, know-how or other techniques contained in the information provided to the CID through the Directory or sent through e-mail. The CID shall not be subject to any obligations of confidentiality regarding any such information submitted to it unless specifically agreed to by the CID, or required by law.
The CID may use comments submitted by users about the Directory for promotional purposes. The CID will seek written permission of the user before publishing personal name, organization or program name, or direct comment. The CID may combine comments and attribute them to pseudonyms without seeking permission of the users.
